공통컴포넌트는 3.8 버전은 Servlet 3.1기준으로 만들어 졌지만 Servlet2.5를 호환합니다.
Servlet2.5의 web.xml에서 첫번재 listener가 되로록 contextConfigLocation위에 EgovServletContextListener를 추가 한다.
